Everyone who has had anything to do with foreign aid knows it does not work (except for emergency aid after natural disasters). The money would be much better spent on promoting trade and related training. Only trade and a developing economy will reduce poverty. 'Feel good' aid just increases dependency.

cul·ly (kl) Archaic
n. pl. cul·lies
A fool or dupe.
tr.v. cul·lied, cul·ly·ing, cul·lies
To fool; cheat.
This is no more than we might expect, McCully is after all just another Trevor Mallard without the Third Way veneer. Neither of them was ever remotely fit to govern anything.
